Replacing NMFS

The NMFS has kept fisermen at war for many years now, not sure if they have any allies other than those that belong to the club. Had a crasy idea to make a change. We all know that the gov reclasified pizza a vegtable because it has tomato sauce on it. Well lets get them to reclasifie fish a waterfowl because the species migrates and lives in the water. Then Ducks Unlimited can be it's protector. Ducks Unlimited has done a bang up job protecting and managing the wildfowl so why not the fish? Apparently who's managing the fish stocks is failing, lets replace them
