Recreational Bluefin Retention Tags

Anyone else get a kit of Recreational Bluefin Retention Tags from NMFS? I've been scratching my head while going over the literature they provided with the tags, trying to figure out how this is going to benefit NMFS, Tuna, or anglers. Best I can come up with is that this is a start to a new enforcement effort where there will be increased boardings this season. Eventually I am thinking this will be a new requirement similar to having to tag harvested deer and check them in at designated checking stations. I'm curious to hear if anyone else was selected to participate in the program, if anyone has seem any increase in enforcement, or if anyone has any direct knowledge of what the main goals of this program are.
