Just how much tension should be put on the monofilament when making wind-ons? Should the amount of tension be increased as the lb test of the mono increases? I assume the pre-tensioning process cuts down on the monofilament "creep" during use?

Yep, pre-tensioning minimises creep.

Its not so much the BS of the mono that determines pre-tension level. rather the mainline test & drag pressure you intend to use.
ie
50# mainline setups with both 130# and 200# leaders can use the same pretension load.

assuming a drag use of 20-25# the pretension load I use is 75 to 100% of the max drag as the nail knot/serves will be further compressing the leader to a diameter that the leader will not be stretched to in the fight.
( at least not until the leader is on the reel in my setups.......... at which point the weak link is the hook/lure knot in the leader).
