I believe it varies by state but when I was a mate on a boat out of mass the boat was required to have a commercial license as well as a survival suit for every man aboard, an offshore life raft and an epirb.
the vessel has to meet survey engineering standards ( higher than typical recreational fishing vessels)
safety equipment requirements are also higher than for recreational vessels
Manning requirements vary with the vessel size, engine power & area of operations ( Skipper , engineer & deck crew ).
Requirements vary between State & federal jurisdictions & depends on the fishery you are interested in engaging in.

contact your local commercial fisheries administration & talk to them regarding contacts for maritime requirements for the fishery of interest.
