Shimano Stella 1600 Internals

My stella 16000 japanese model is jammed and I cannot turn the handle. Where can I send it in for repair?

Well, I'd eventually like to get a 6.1:1 16000F for GT popping I think my TP 8000HG will suffice for pretty much everything else though (giant BFT aside lol). I see a new 6.1:1 10000F reel on ebay now that's tempting me, but I think I'm gonna hold out for the larger spool capacity on the 16k.
