From my experience, it generally is. However, there have been some stellar bites recently during the day at some of the floaters. You just have to be there when the tuna are higher in the water column and in a feeding mood.
The lights from the floaters do draw bait to the surface at night. That is why many of us fish the rigs in the darkness.
