Measures in Amendment 16 to end overfishing for gag include: a spawning season closure January through April for both commercial and recreational fishermen for gag and other shallow water groupers including black grouper, red grouper, scamp, red hind rock hind, yellowmouth grouper, tiger grouper, yellowfin grouper, graysby, and coney.

Thats how it starts. In later years there will be a 60 day season for groupers and snappers will be the 2nd and 3rd weekends of May. At least they are claiming to stop commercials as well, that suprises me.
