I thought the whole point for kite fishing was that it kept the line and leader out of the water. It's for steath mainly.
I have used balloons before, but primarly: 1) to keep a bait at a certain depth and 2) to get a bait farther away from boat or pier if there is a light wind (it acts like a sail).
If the main benefit to the kite is stealth, then the balloon would seem to defeat that purpose.
