you could, if it's a big fish from deep water or if you had a lot of sinker weight on the line. generally, 'd use the low gear for pulling striper plugs a little slower than the 6:3:1 ratio in high. the low gear is actually 3.8:1, nice and slow for live eels or for big fish that are holding deep, or in the case of tuna, doing the death spiral.
the real way to find what gear I use for fluke will be the go out and catch some, can't wait for the season when I'm out of school! If you are in Rhode Island this summer we should get together and you can try the reel.
